I haven't tried it myself, since I am only interested in creating SVCDs, but I
think it should be sufficient to use the option "-m 1" to mpeg2enc to force
MPEG-1 (and therefore the VCD resolution) instead of "-m 2" used for SVCD.

Please tell me if that works.
