the datasheet I have here says:

"By default FEL is a front-end lock indicator. [...] But FEL can also be 
configured to output a PWM signal, which value can be programmed through 
the i2c interface (see register PWMREF, index 0x34)."

Unfortunally I don't know what's connected to this pin on the Siemens 
cards, so I can't help you much more...

Maybe you want to trace the wire? At the end we probably should 
pragmatically program the values that work best.
