Indeed, it looks interesting.

I don't think so. From the picture and spec it looks like 
antenna in, s-video in, composite in. Nothing out. That would 
be very surprising for that kind of card.

The chip does not look like a SAA7146, maybe some BTxxx? 
that would be consistent with the analog video in I guess.
