The transmission params in Australia are different to those in UK. Best 
thing is to specify them explicitly:

$ dvbtune -f 226500 -I 0 -qam 64 -gi 16 -cr 3_4 -bw 7 -tm 8

tuning DVB-T (in United Kingdom) to 226500000 Hz

Current CVS repository contains 
DVB/apps/scan/dvb-t/au-sydney_north_shore which is most likely going to 
apply to Melbourne as well. Please note that different broadcasters use 
different combinations of -cr and -gi params. In particular they are 3_4 
and 16 (ABC, 9 and 10) or 2_3 and 8 (SBS and 7).
