I don't know either of the cards you mention, but cards using the
budget-ci module (eg DPANDA, Nova-T?) behave like this when they
couldn't load the card firmware. It'll appear to be tuning, but never
lock on. In that case, the kernel will indicate that it couldn't find
the firmware file and you can see those messages with dmesg, or in your
kernel log (klogd).
