Are you sure you loaded the dvb drivers coming from www.linuxtv.org
With my debian 2.6.6, the release of scan available on cvs only works
with the drivers also available in cvs, and not with the drivers from
the 2.6.6 kernel.

# ./dvbscan dvb-t/se-hbg > channels.conf
scanning dvb-t/se-hbg
using '/dev/dvb/adapter0/frontend0' and '/dev/dvb/adapter0/demux0'
initial transponder 482000000 0 2 0 3 1 2 0
>>> tune to:
482000000:INVERSION_AUTO:BANDWIDTH_8_MHZ:FEC_2_3:FEC_NONE:QAM_64:TRANSMI
SSION_MODE_8K:GUARD_INTERVAL_1_8:HIERARCHY_NONE

I noticed this too; at least for Finland someone's changed the initial file to list FEC_NONE instead of FEC_2_3 which fails the tuning and thus the whole scan.
