thats no news and the problems are:

1. "In einer kürzlich angenommenen "Mitteilung" erläutert die Europäische Kommission,"
that means its not law

""Initiative" im Rahmen der neue Dienstleistungsstrategie, die im Januar 2001 auf den Weg gebracht wurde"
even not law only a stupid kind to tell people they have something so say about that

2. as always if something is not absolut clear you will have to fight this on "german court" to get a interpretation of a law text


before swinging the skrews, mountings and dishes you shoud wait for the "german interpretation"
