The DVB tv-out is not a direct TV-out, you have to give it MPEG1 or MPEG2
video, and it will decode it to the TV-out. You can not directly say "show
this on the TV", it has to be MPEG1/2 video data.

So the only way to use it is to convert divx to MPEG1/2. This means decoding
the divx, and then re-encoding using MPEG1. This is quite fast, but you need
a bit more CPU than just for the divx decoding because you also need to
encode it back to MPEG1.
