AFAIK, the dvb cards switch to PAL and NTSC based on image resolution. 
Video with 576 or 288 lines will be shown in PAL, video with 480 or 240 
lines will be shown in NTSC.
On a clean VDR install, the remote/keyboard teach in will start first, 
and this is unfortunately on whatever was last shown on TV out, not live 
tv. If no TV app has been running before, this will be a blue screen - 
seems to default to 720x576 PAL resolution.

Try this: Use mplayer or szap/czap/tzap or anything else that outputs on 
DVB tv out to initialize tv out to 640x480 resolution. Then start vdr, 
and hopefully the remote teach-in will be in NTSC.
