Did the card work at all some time or is it brand new? Please try it in 
Windows. If it works in Windows, it's worth a linux driver debugging 
session. If it fails in Windows as well please return the card to the 
shop.

But before make sure that the antenna is not bad-positioned? Can you try 
other DVB-T hardware?
