In the SUSE rpm package I previously had them directly in
/usr/share/dvb/dvb-[cts]. At least xawtv4 is using them as source
for initial tuning data. Anyways, since they are not used by dvbscan
exclusively anymore, what about naming the directory "transponders"
instead of "scan" (ie $(datadir)/dvb/transponders/dvb-[cts])?
