You are probably seeing the NEWTUNE/TS204 bug. Lee Hammerton posted a fix on
this in early September. Try that.
It works fine for me with 2.6.13.1 and latest dvb-kernel.

I have been able to scan and tune channels with a CVS dvb-kernel + 2
patches found on the list (dst-getfreq.patch and dst_tuner_fix.patch).

The output from /dev/dvb/adapter0/dvr0 looks strange, but I do know if I
 doing somthing wrong or there is a real problem.

I use a vanilla 2.6.13 kernel.
