[linux-dvb] Bug in compiled in options dvb-t maybe others

I came accross this problem almost by accident. I have two dvb-t
cards(avermedia 771 and the hauppage nova-t) when i select all the
options as compile in the kernel i only get one adapter appear yet
have two /dev/videoX correctly. However when the exact same options
are turned into modules and modprobed i get all the device nodes fine
(Thinking about it,this may be a udev problem if so I will post on the
udev lists). I think it comes from the fact that the cards are in some
ways half loaded first and then loaded completely, the order of the
'half' loads switch (see dmesg below). E.g. the 771 is given
/dev/video0 but frontend 1. I am using udev v79
