Is there someone, who can write the dvb frontend for the
tuner/demodulator on that card ?

ZL10036 -> Digital Satellite Tuner with RF Bypass (ZL10036.pdf)
ZL10313 -> Satellite Channel Demodulator (ZL10313.pdf) [alias Intel 6313]
