Sure, it works great, provided that I "tune twice".
For example:
=> vlc -v dvb: --dvb-frequency=306750000 <....> (nothing happens)
=> now hit Ctrl-C
=> vlc -v dvb: --dvb-frequency=306750000 <....> (picture!).
