[linux-dvb] scan file for uk-CrystalPalace

Hi,

"Some" time ago you had a proposal for an updated uk-CrystalPalace
tuning file. However it doesn't seem clear to me which values are
correct.

Can you please give me advice how to deal properly with that file?
