If this is only for the sake of your own personal machine, then you can just go
ahead and add back the prototype of dvb_pll_configure to the dvb-pll.h file, and
export it again inside dvb-pll.c ...

However, the CORRECT way to fix this would be to remove the assignment of
set_params, (or calc_regs, whichever is the case) replacing it with:

dvb_attach(dvb_pll_attach, fe,
0x60,&budget_av->budget.i2c_adap,DVB_PLL_PHILIPS_SD1878_TDA8261);


...assuming that this is for budget-av.c , and the pll exists on i2c addr 0x60.


You should just have to apply this patch, or something like it:
