[vdr] Encrypted channel without cam and channel switching

For this reason I modify cDvbDevice::ProvidesCa (in dvbdevice.c) to
always return true:


 int cDvbDevice::ProvidesCa(const cChannel *Channel) const
 {
  return true;
 }
