Is there something wrong with the Makefile?

I've tried everything but I cannot get through APIVERSION test.

make plugins gives always:
Plugin webvideo:
ERROR: plugin webvideo doesn't honor APIVERSION - not compiled!

*** plugins without APIVERSION: webvideo
