Up to [DVB] / dietlibc

pseudo-locale support (is* are weak symbols now), fixed a bug in
getservbyname (the last alias on the line was not parsed properly), add
nice(2).

time appears to be broken on Alpha.

vfprintf appears to be broken on ppc.

localtime does not parse the glibc timezone files and does not parse the
TZ environment variable yet.  It uses the kernel timezone which does not
account for daylight saving.
