for the record, it seems that rockchip's rkvenc can produce them
(found on rk3328 IIRC)
it's interesting that most hardware with hantro h1 is marked as h264 HP encoding enabled
I mean, there's probably no obligation to produce B frames with HP, but I was under the impression that it's a major feature of high profile

ndufresneencoders have no obligation to produce B frame indeed
though it makes that encoder not suitable for video editing, it's clearly designed for video conferencing
