No download, you have to buy a paper copy from your local standardisation committee.
For germany you have to order the books from the beuth verlag, http://www.beuth.de/
They are about 260 Marks ($120) per book.
(Don't confuse DIN EN ISO/IEC 13818-1 with DIN EN 13818-1, wich is a new standard
for labeling movable gas bottles with high frequency technology ;-)

I use the "MPEG Video compression standard" by Mitchel et al., published by
chapman & hall, ISBN 0-412-08771-5. It covers mostly MPEG1 systems, and only
explains the differences of MPEG2 program- and transport streams in short, though.
