[linux-dvb] ppv still picture viewer all ppm and jpg formats now

It accepts now all sizes .jpg and .mpg
Quality encoding selectable on command line.
Can generate a .mpg single frame output, if you make a couple
of these beforehand, it can display these in a flash (no coding time).

You need the ImageMagick picture processing distribution, since
ppv calls 'mogrify' to resize any pics that are not 352x288 or
704x576
