I use vdr-1.2.4 for tuning and recording.
It provides a frequency-list for cable TV (which works fine for Germany).
You slightly need to adapt the vdr-makefile in order to point to the dvb-kernel 
directory,
i.e.

   DVBDIR   = ../dvb-kernel/linux

That's it.
