Felix, actually the value defined is:
frame_rate = frame_rate_value * (frame_rate_extension_n + 1) ÷ 
(frame_rate_extension_d + 1)
where frame_rate_extension_n is a 2 bit and frame_rate_extension_d a 5 
bit integer.
