[linux-dvb] Frontend changes checked in

As the subject says they're now in CVS. Let me know of any problems/ whether 
its improved things etc.

Also, there is the start of budget-ci CI module support; just enough to detect 
the module's presence and enable IRQs (plug a CAM in and you'll get a 
message :). More on this over the next few days.
