Well, EN 301 468 notes in it's references:

  ETSI TS 102 323: "Digital Video Broadcasting (DVB); Carriage and
  signalling of TV-Anytime information in DVB transport streams".

TS 102 323 seems indeed to be nonexistent, but googling
for "tv-anytime etsi" yields some information.


BTW, MHP descriptor ids have been "colliding" all the time with DVB
descriptors, however this is not a problem because you know
from context. I assume it's the same for table ids.
