This looks like an "NTSC" VCD,  the resolution is low so the DVB card (or 
maybe the driver) decides to output that in NTSC. Unless you connect your TV 
over RGB (which is not possible with Rev 2.x cards) you either try to fiddle 
with mplayer to rescale your video, or you buy a NTSC capable TV-set.
