I am using the siemens_dvb-0.9.4-2002-04-01 driver. For kernel 2.4.19 
You have to comment out line 3507 ("busy:           0") in dvb.c.
My undisturbable/low-latency-patch has moved to 
http://rk.ods.org/dvb/vdrrun/
The patch for kernel 2.4.17 does also work with 2.4.19.
If there is public demand for it I can also publish a patch for VDR 
which makes vdrrun obsolete and adds thread-depending scheduling for the 
VDR-threads.
