AFAIK modern ATX-mainboards never "really" power down.
There's always a supply of +5V to make switching it on possible, and to
power additional devices like a NIC
The NIC's connected to the board with a special WOL-cable (if you want
to use this feature), the board supplies 5V to the NIC which in turn
runs all the time and can start the whole system with this connection.
Basically the NIC acts like a seperate power switch....
