Looks like the setting isn't written into your setup.conf file.
Please check if there is a line

  EPGScanTimeout = 0

in your setup.conf file after you change that setting.
Or have you edited the setup.conf file _while_ VDR was running?
That's of course wrong, since VDR writes back its setup.conf
when shutting down.
