[vdr] Pro7 commercial filter idea

I've just heared of a great way of knowing when there are commercials on 
Pro7. Just decode the AC3 sound. The CCC claimed in Chaosradio #44 they 
send commercials in stereo but some normal shows in AC3. So let's see, 
maybe this could work :)
