Your problem is not the missing setup.conf (that will be generated) but
rather the fact that vdr could not find any video devices (last line of
log)
What version of the dvb driver do you use?
BTW: version 1.0.4 is "stable-version" for a very long time now (meaning
its OLD).
Better get the recent developer version (1.1.31).
