The 'stream' plugin (the older one) from Sascha has an 'ffserver' mode 
so that ffmpeg/ffserver will recompress the VDR output into whatever 
format you configure ffserver to do..

Of course, this is subject to having lots and lots of available CPU 
grunt!

You could also probably do it with ffserver standalone and the newer 
'streamdev' plugin - tell ffserver that the MPEG source is 
htt://your.vdr.address/channelnumber ...
