Hmm, really difficult to answer. For reall HID devices like mices,
keyboards and most mass storage devices this is more or less true. But,
there is anywhere a but, this is no true HID because it has some special
features not fitting in to this scheme.
Another thing is that you also have for HID's to load a kernelmodule. Or
has this changed in the meantime? ;-) That the most, if not all, modern
distros load this modules by default does not mean that this modules
does not exist. 
For every USB-Networkadapter you have to load a module. 
I think that it is more or less no problem because people which don't
like this device don't need to load this module and have no risk.
For the others, no risk no fun. :-)
