I take it you've switched to an encrypted channel here.
The data sent to the CAM appears to be ok.
Are you sure you have inserted a SmartCard that is
actually enabled for the selected channel?

You could try to use the '-icam' firmware in order to test whether
there is a problem with VDR's CAM access implementation.
