[vdr] DXR3-Feature-Request: Setting video-mode (PAL/NTSC)

Hi,

as the DXR3 starts in NTSC, which makes it necessary to run "em8300setup
-p" additionally from my init-script, I want to ask you to implement a
selection PAL/NTSC into menu and a function which sets video mode when
opening DXR3-device.
