Yes it is.

They are sold officially with the embedded decryption. The subscription 
is sold with the cam and no more fees are necessary. I think there are 
existing older versions of this cam that don't have a possibility to 
insert a smartcard even.

This cam is equipped with the skycrypt Software and only capable to 
decrypt this system.
