[vdr] feature request [timers.conf]

Hi,

some people use a vdr client/server environment, so it would be very
nice to switch off "timer" functionality in vdr.

Client could make entries in (a shared) timers.conf but would not start
any recordings - only the server would do. A per channel solution would
also be fine
