Use any graphics card or mainboard with TV-Out that is supported by 
DirectFB, compile+install DirectFB, add a PAL modeline at top of your 
/etc/fb.modes (an example fb.modes file is distributed with DirectFB), 
run the test applications and check whether it's working.

Thenafter you can compile VDR and the softdevice plugin.
