ETSI standards are free-of-charge nowadays, see
http://pda.etsi.org/pda/queryform.asp. This doesn't help in this case
though, since the MPEG standard is an ISO standard, which isn't
available free-of-charge. However, the DVB specs are availble on the
ETSI site.
