The problem is that is only defined when the frontend is locked,
so for dish pointing it is unusable. The signal strength is more
usable for dish pointing.

BER for stv0299 currently gives an absolute number of bit errors
after viterbi decoding (that are corrected by the reed solomon decoder),
which is reset each time when the FE_READ_BER ioctl is called (about one
second for szap).
