The KNC One TV-Station RDS is an internal analogue TV tuner card with radio. Probably this card is able to receive RDS signals. On a Debian Unstable with kernel version 2.6.16-1-k7 it is recognised without any modifications.
One Problem, possible with the hardware itself, is that the radio output is only about half as loud as the tv audio output. (Is there a simple solution?)
