The device does need firmware : dvb-fe-cx24116.fw See the instructions for obtaining the firmware for the dvb-fe-cx24116.fw here [1]#Firmware.

unrar it and copy dvb-fe-cx24116.fw firmware file to /lib/firmware/

Copy dvb-fe-cx24116.fw to /lib/firmware .
