On Debian Sid and Fedora Rawhide, the device is recognized, the /dev/dvb hierarchy is created, but dvbv5-scan does not work: Signal level remains steadfastly at 0.00dBm.

When scanning on a Windows machine the blue light comes on intermittently during a scan. On Sid and Rawhide the light is always off, indicating the device is not being communicated with.
