You could add it as another option to the "parent line", like :

cache_peer 194.177.32.6 parent 8080 0 no-query default login=user:password

... but this won't work with EON, I'm afraid.
I think it's possible to hack squid to work withe new EON auth system, but
it requires some coding. don't even know how much :(
