Well, if the hardware-design is that way you can not change that ...
Just switch the OSD off before grabbing and it's fine.

The noise you talk about can be several things:
-to little jpeg-quality (try pnm too)
-fast motion in picture - you will see to interlaced frames on most 
channels/broadcasts
-compare the noise to a paused movie - ist it really that much worse?
