I don't know. You have to give PvaCut a try. If it doesn't help, I am afraid,
you have to cut these packets by hand.

Didn't want to uncover my nightmares ;-)
When using PvaCut (v2.30) and not cutting the first group of pictures,
I experienced that PVAStrumento erroneously inserted masses of empty
audio frames (and obviously dropping real ones) resulting in a very 
crappy sound output. It is not clear to me whether this comes from 
PvaCut or PVAStrumento.
But actually I also get these audio frame insertion by running PVAStrumento
on one of its own produced MPEG files.
Still, by realizing these problems PVAStrumento and PvaCut are both
excellent programs and helped me a lot in editing movies and correcting
poor recordings due to weak signals at my dish :-(
Now I am anyway using VDR.

No, not yet. I would prefer to send him a more elaborated bug report than
just to tell him that the first group of pictures need to be ommitted...
