That's the standart which ARD and ZDF announced at Saturday here in Germany.
(Look at page 22 of the EN 300 231 V1.03.01) (= Tagesschau / German ARD 
Newsprogram)

BTW: ETSI EN 300 706 V1.02.01 is also needed (Enhanced Teletext 
specification)
