Sorry by your card :-(, but the RGB mode also need of the TV_out (CVBS), 
for the syncronization of the picture!. As you say that the image keeps
scrolling, I suposse that the Sync pulses (0 to 0.3V) already are very 
poor or null, but you should investigate with an oscilloscope (if there
is some of rest of its), in order to regenerate its (with a comparator).
